Accreditation of SHIs and Projects

The definition of accreditation in terms of the Social Housing Act 16 of 2008 means the screening, evaluation, provisional and final accreditation by the SHRA that will, amongst other things, allow a social housing institution access to grants available under the social housing programme. Therefore, all institutions who intend to carry on the business of social housing must be accredited and regulated by the SHRA. The SHRA must, subject to the provisions of the act, accredit institutions meeting accreditation criteria as social housing institutions. Accreditation is granted for 3 – 5 years and all applications are processed within 90 days.

To qualify for accreditation, the SHI must meet the following qualifying criteria as per social the housing regulations:

  • Be constituted in the Appropriate legal form;
  • The founding documents must indicate that the profits will not be distributed to members and can only be used to further social housing;
  • Conduct its affairs in compliance with the principles of Good governance;
  • A business plan which illustrates Financial sustainability;
  • Promote Effective tenant management
  • Promote and ensure Efficient property management;
  • Have Property development plans.

Compliance Monitoring

The SHRA also regulates certain aspects of tenant management to ensure that tenants are well looked after and reap the intended benefits of the social housing programme. They, likewise, support the programme by upholding their responsibilities as tenants. The SHRA is required to intervene in cases of maladministration.

Compliance monitoring manages the following areas:

  • Reporting of delivery agents,
  • Tenant and building audits,
  • Approval of delivery agent’s annual business plan,
  • Forensic investigations and
  • Interventions

The above is conducted as per requirements of the Social Housing Act (2008) and the Social Housing Regulations.
