Social Housing is a rental or co-operative housing option which requires institutionalised management which is provided by accredited SHIs or in accredited social housing projects in designated restructuring zones.

Social housing provides good quality rental accommodation for the upper end of the low income market (R1500 - R15 000). With the primary objective of urban restructuring, creating substainable human settlements.

 Legislative Mandate

The Social Housing Regulatory Authority (SHRA) was established in August 2010 by the Minister of Human Settlements as per the Social Housing Act, No 16 of 2008. SHRA is a public entity in terms of Schedule 3A of the Public Finance Management Act, No. 29 of 1999 (PFMA).

The primary intension of the Social Housing Act is to deliver affordable, state subsidised rental housing (social housing) targeted at low to medium income groups. The purpose of social housing is to contribute to the national priority of restructuring South African society in order to address structural, economic, social and spatial dysfunctionalities. Social housing contributes to widening the range of housing options available to the poor.




Role players in social housing

The SHRA is the regulatory body responsible for regulating, capacitating, and investing in the social housing sector. The SHRA administers the subsidies available to social housing and associated norms and standards.

All three spheres of government have important roles and responsibilities in the social housing sector.   Municipalities have a key role in facilitating social housing in their local areas. There is a broad array of other stakeholders engaged in the social housing sector, including developers and property managers, development finance institutions, private debt financiers, research agencies, and representative bodies.

At a provincial level, co-ordination of the social housing sector is provided by a Provincial Steering Committee (PSC). The PSC is chaired by the provincial department responsible for human settlements and includes representation from: the SHRA, the National Department of Human Settlements (DoHS); municipalities and the South African Local Government Association (SALGA); SHIs and ODAs; the National Housing Finance Corporation (NHFC), and representative sector bodies. At a national level, coordination is provided by the Provincial Steering Committee Chairpersons Forum and the National Rental Housing Task Team (NRTT).

The National Department of Human Settlements, acting through the Minister of Human Settlements, must provide the legislative, regulatory, financial and policy framework for social housing.

The National Housing Finance Corporation provides loan funding for social housing.

Laws and policies that govern social housing

The social housing sector operates within a legislative and policy framework. The Social Housing Act, 2008, together with the regulations made thereunder, is the main piece of legislation governing the social housing programme. However, there are many other laws which also govern activities in the sector.

SHRA also makes rules, (e.g. The Transfer and Disposal of Social Housing Stock and rules on Long-Term Accreditation of SHIs) on certain aspects of social housing from time to time.

Key policy documents which guide the sector include the: Medium Term Strategic Framework (MTSF), 2014-2019; National Development Plan, 2012; Outcome 8 Sustainable Human Settlements, 2010; Housing Code, 2007 (revised 2009); Social Housing Policy, 2005; and “Breaking New Ground in Housing Delivery”, 2004.




The SHRA’s vision is to see affordable rental homes in integrated urban environments through sustainable institutions. To achieve this: 

  • The SHRA will be a world-class organisation resourced by highly skilled, values- driven leaders in the industry. 
  • The SHRA will fund and facilitate funding for affordable, well designed, environmentally sustainable (energy efficient green) social housing estates. 
  • The SHRA will ensure investment in communities that form new or regenerated cities, which in turn enhance social mobility and access to basic tenant needs for healthcare, education, transport and communication.
  • The SHRA will be a thought leader, stimulator and regulator of appropriate policies and research to support programme development for an African model of managed rental and social housing; and will create a self-sufficient social and rental housing environment.

The mission of the SHRA is to facilitate delivery of quality, sustainable social housing at scale to advance the needs of low and middle-income groups in support of spatial, economic and social restructuring.
